I. Call To Order – Trish Creach called the meeting to order at 10:06 a.m.
II. Approval of Minutes
Major Tommy Roam made a motion to approve Water Safety Council meeting minutes from June 22, 2010. Tom Rice seconded the motion. The motion passed unanimously.
III. Committee Reports
Legislation
Major Tommy Roam informed the Council that there would be Legislation proposed that would impact Lake of the Ozarks. The Legislation will address speed limits for participants in events with Regatta permits, accident reporting requirements on waterways, sexual misconduct and loud noise on waterways.
Major Roam also mentioned that no complaints were received for Aquapalooza.
Marketing/Education
Trish Creach indicated that there were still loose ends to be tied up for the Designate-A-Captain program. She hopes to have a draft of the flyer for this program at the August meeting.
Ron Duggan offered the Council a booth at the upcoming Lake of the Ozarks Shootout to promote Water Safety. Volunteers will be needed to work in this booth. Mr. Duggan also outlined many events that would be taking place the week of the Shootout which include a golf tournament, treasure hunt, remote controlled power boat races, meet & greet at the Bagnell Dam Strip, Poker Run and many others.
Grants/Fundraising
The Water Safety Council will explore funding options for the upcoming year. The current balance in the Water Safety Council account is approximately $6,722.42.
Other Business
Council Members decided to hold the next Water Safety Council meeting at Captain Ron’s at 4:00 p.m. on August 24, 2010. Council members may wish to stay after the meeting and participate in the Shootout Treasure Hunt. Rebecca Green will make certain this information is disseminated to Council members in the near future.
With no further business before the Council, Major Tommy Roam made a motion to adjourn the meeting. Donn Nelson seconded the motion. The motion passed unanimously. The meeting adjourned at 10:55 a.m.

Legislation
Major Tommy Roam informed the Council that the Missouri State Water Patrol and Missouri State Highway Patrol were in the early stages of the merging process.
At this time Gary & Sally Kemp expressed their concerns to the Council regarding boating size and safe boating practices on the Lake of the Ozarks. Discussion was held regarding docks, the affect of large wakes, educating boat drivers and putting a limit on the size of boats on the Lake. As part of the educational process, Trish Creach indicated that the Lake Sun Leader has published stories on safe boating practices and she will ask that they do so again in the near future, if possible.
Marketing/Education
Trish Creach asked that all zone coordinators for the Designate-A-Captain program contact the businesses on their list in order to be able to re-print the Designate-A-Captain program map & brochure.
Trish Creach also indicated that the Water Safety Council was represented well at the recent Westside Aquatic Center Mortgage Drowning event, and thanked those who attended.

The Water Safety Council will explore funding options for the upcoming year. The current balance in the Water Safety Council account is approximately $6,722.42.
Other Business
Trish Creach informed the Council that she had obtained prices for Water Safety Council shirts if anyone were interested.

Legislation
Major Tommy Roam informed the Council that the merger between the Missouri State Water Patrol and Missouri State Highway Patrol had been approved through the Legislative process. Major Roam indicated that both entities were working together to make this transition as smooth as possible. Technically this does not go into effect until January 1, 2011, but the process has started so that the transition is complete on that date.
Major Roam also informed the Council that Legislation has passed that will require out-of-state boaters, born after 1984, to have a Boater Registration Card prior to renting a boat in the State of Missouri. He added that many states currently have approved Boater Registration Cards and Missouri will honor those registrations as long as they are NASBLA approved.
Marketing/Education
Trish Creach summarized recent activities in which Water Safety Council members have been present. They include the School Education Program – organized by the US Coast Guard Auxiliary members and the Fit & Fun Challenge held by the Lake Sun Leader.
Senator Carl Vogel took a moment to thank the Missouri State Water Patrol during this challenging time of reorganization. He indicated that the picture is still not promising in that taxes are behind, the budget is down 12% and departments are having to scale back which includes releasing employees from their duties.
Major Jody Hughes informed the Council that this was National Safe Boating Week. He also added that a nationwide “Dry Water” effort would be underway June 24th through 26th, 2010, which will include BWI checkpoints on many waterways.
Paul Roberts with Learfield Communications offered his services to the Council if there is ever any opportunities available to advertise a water safety message to the Midwest region of the State. He briefly explained Learfield Communciations’ services and stated he would be happy to assist in any way.
Bee Dampier inquired about a life jacket recycling program. The Council will check into this option. She also indicated that it was Recreational Water Illness Awareness Week and if anyone wanted further information to contact her at her office.

Major Tommy Roam gave an update on the current situation with the Missouri State Water Patrol and budget issues. Major Roam indicated that civilian employees were notified that June 15, 2010, would be their last day of employment with the MSWP. Major Roam noted that with eleven (11) days left in the current Legislative Session, it is still a good possibility that the MSWP will be merged with the Missouri State Highway Patrol. Major Roam was uncertain of the exact changes that will take place if this merger occurs, he assured the Water Safety Council that he would keep them apprised of developments as they happen.
Marketing/Education
The Water Safety Council spoke about recent events in which they were represented, including the In-Water Boat Show and the Dogwood Parade.
Carroll Vogel reminded the Council that the School Programs would take place on May 11th and May 14th, 2010, and that volunteers were still needed.
Capt. Matt Walz indicated that he was certain that a training date had been set for server training with regard to serving alcoholic beverages to patrons. Capt. Walz agreed to present any information available at the training regarding the Designate-A-Captain program.
